- Greek authorities arrested and detained the two applicants, both nationals of the Dominican Republic, for unauthorised entry into the country at the Thessaloniki Aliens Police Directorate Holding Facility. The applicants described the conditions at the detention facility as ‘overcrowded, poorly ventilated and insufficiently lit due to wire mesh covering the windows.’ On top of the less than three square meter cell space per detainee and an absence of recreation provisions, each applicant received only 5.87 Euros each day to purchase food, which was wholly inadequate. One of the applicants required a transfer to a nearby hospital after a month within the detention site. Given the applicants’ allegations and the Court’s similar findings on multiple cases regarding degrading detention conditions in Greece, the Court ruled that both applicants experienced a violation of Article 3 at Thessaloniki.
