Dear Ambassador,
In pursuance of Article 10, paragraph 1, of the European Convention for the Prevention of Torture
and Inhuman or Degrading Treatment or Punishment, I enclose herewith the report to the Government
of Greece drawn up by the European Committee for the Prevention of Torture and Inhuman or
Degrading Treatment or Punishment (CPT) following its visit to Greece from 4 to 16 April 2013. The
report was adopted by the CPT at its 81st meeting, held from 1 to 5 July 2013.
The recommendations, comments and requests for information formulated by the CPT are listed in
Appendix I of the report. The CPT requests the authorities of Greece to provide within six months a
response giving a full account of action taken to implement the Committee’s recommendations as
well as reactions and replies to the comments and requests for information.
In respect of the recommendations and requests for information contained in paragraphs 16, 17, 24,
44, 64, 80, 99 and 108.i., the CPT requests that a response be provided within three months.
