detainees, for they actually were the only regular source providing hygiene products, sleeping bags etc. x Even though winter months in the region are always harsh and very cold, in Fylakeio there are no heating facilities, and thus being in the cells becomes literally unbearable. In October 2011, the local temperature had already dropped to below 10Ƞ C, while by the end of February 2012 temperatures had reached -16Ƞ C, and remained below zero for most of the winter. x There were no arrangements for cleaning services and de-worming inside the cells. Children were expected to clean the cell, though cleaning products to do so were almost never provided. On occasion, a mop would be given to every cell, though the cleaning bucket would be kept outside of the cell and could only be accessed through the cell bars. Some efforts were made for professional cleaning services to be established during the year, but remained occasional until they were stopped completely. x Access to medical healthcare and psychosocial support was de facto limited and totally insufficient. There was only one doctor, one social worker and one psychologist available for the entire detainee population of Fylakeio. These personnel were responsible for providing services at minimum 450 persons at any given time, while at times the detainee population would exceed 60038 persons. From September 2011, psychological assistance at Fylakeio was terminated, despite the fact that it is the largest and most populated facility in the region. 38 According to its official capacity, Fylakeio is designed to accommodate maximum 370 persons, while the CPT found it adequate only for a maximum of 188 detainees. 16
