the practical implications of the planned integration of members of the border guards into
the police force and, in particular, whether border guards will be considered as fully-fledged

Ill-treatment
recommendations
-
strenuous efforts to be made by the Greek authorities to combat the phenomenon of illtreatment of apprehended persons by law enforcement officials (paragraph 13);
-
whenever criminal suspects brought before a judge allege ill-treatment by law enforcement
officials, the judge to record the allegations in writing, order immediately a forensic medical
examination and take the necessary steps to ensure that the allegations are properly
investigated. Such an approach should be followed whether or not the person concerned
bears visible external injuries. Further, even in the absence of an express allegation of illtreatment, the judge should respect a forensic medical examination whenever there are other
grounds to believe that a person brought before him could have been the victim of illtreatment (paragraph 15);
-
a system of frequent visits to law enforcement establishments by an independent authority to
be established (paragraph 16);
-
the necessary steps to be taken to establish an independent police complaints mechanism
(paragraph 17).
