- Description
The CPT delegations visiting Kypseli Police Station in 2015, 2013, 2001 reported overcrowding in cells. Conditions inside cells were described in CPT reports as filthy (in 2015 and 2019), without proper ventilation, and with poor natural or artificial light. Access to the outdoor area was granted to detainees only on occasion or not at all. The CPT report of 2013 states that the sanitary facilities were unhygienic, access to the toilet was restricted and rats were present in the cells. The same year, it was reported that detainees had to sleep on the floor, “sitting on chairs or on a table or cardboard sheets placed on the floor”. Moreover, it was reported that hygienic conditions were extremely compromised and medical support was not provided. Many people showed skin infections and no solutions were provided by the authorities to cure or stop the spreading. The 2019 report also states that these cells should not be used to detain people overnight. However, in 2001, 2013, 2015, and 2019 the CPT delegation reported or suspected people being detained there for multiple days, sometimes even weeks or months. In 2013, indeed, the CPT report registered some people being detained for more than six months. A foreign national stated that on 3rd September 2011 he was a victim of physical violence by several officers at Kypseli Station. He reported that officers working at the station humiliated and violently beat him. He was denied legal assistance and medical care. Once he was moved to the Korydallos Men’s Judicial Prison on 7th September, he was admitted to the General Hospital of Nikaia due to severe injuries which remained days later. At the Kypseli Police Station two deaths have been reported. On 2nd August 2010 a Polish man committed suicide. Notably, this death was not included in police statistics supplied in response to a Freedom of Information request sent in October 2025. On 13th February 2023 an Egyptian man was reported suddenly dead. An administrative investigation has been ongoing since November 2025 as the cause of death was reported to be unknown. A Moroccan man reported to an NGO in 2024 that he was charged with false accusations and subsequently spent 5-7 days in a cell in Kypseli police station in extremely poor conditions and was violently denied access to the toilet. Moreover, he reported being a victim of physical violence, hate speech and theft by officers in the police facility.
