- 67 f. deaths in custody 140. At Korydallos Men’s Prison, the delegation learned about two recent deaths in custody. In one case, the prisoner who had apparently been found dead in his cell at 12h20 on 9 September 2009 had been seen by the psychiatrist many times, including the day before his death, and was believed to be suffering from a “psychopathic disorder together with depression”. The other case concerned a man who had been transferred to hospital with severe chest pain on 26 September 2009; at the time of his emergency transfer at 23h50 there was no duty doctor available in the prison. The Committee is concerned that, in the wake of serious incidents such as a death, no action or inquiry is undertaken aimed at establishing the cause of death and at identifying possible means to improve the system of prevention in place. The CPT recommends that the authorities institute a practice of carrying out thorough inquiries into deaths in custody with a view to learning lessons and improving operating procedures within the prisons. Further, such inquiries are necessary in order to provide the relatives of the deceased person(s) with relevant information concerning the circumstances of the death. The Committee would like to receive, in due course, the outcome of any inquiries (including the autopsy reports) into the deaths mentioned above, as well as into the death of a prisoner from Amfissa Prison (see paragraph 129 above).
