7 Limitations There is essentially no publicly available information on the quarantine practices or facility on Chios, and even the authorities were at times unclear on who specifically was responsible for the quarantine. For that reason, this report relies on first-hand testimony from previously quarantined asylum seekers. The data gathered was limited in temporal scope from early 2020, when measures to combat the COVID19 pandemic were first enacted in Greece, through June 2022. The interview data was limited by the availability of interviewees and their willingness to participate in this research. On Chios, issues reaching interviewees included the speed with which people on the move leave the island after receiving refugee status or a rejection, the lack of transportation services to and from the camp, and interviewee discomfort in speaking publicly about the quarantine for fear of retribution. In light of such limitations, the oldest available interview data for Chios dates back to August 2021. Although some material conditions and policies may have changed since June 2022 and the quarantine practice on Chios ended in December 2022, Equal Rights believes that the information in this report is still current in many respects and otherwise critical to share. The reports and information collected between July 2021 and June 2022 remained largely consistent over the one-year period, particularly regarding the conditions inside the facility. Equal Rights has not received any contradicting information about quarantine in the meantime. Finally, this report is the first in Greece to document the quarantining of asylum seekers on the Eastern Aegean islands and makes important connections between quarantine and other anti-migrant policies in Greece, such as pushbacks and an expanding detention scheme. In that sense, the data collected in this report is critical to document and publish not only to highlight ongoing rights violations but also as a means of understanding the future landscape of migration at the EU’s external borders. ‘Quarantine of Asylum Seeker’ – A legal classification of the quarantine practice on Chios
