Applications and granting of protection status at first instance: rates for 2025
The MoMA presents an overall protection rate at first instance of 58.33%,8 but there is no information as to the methodology used to calculate the rates. 9
According to calculations made on the basis of the data provided in the table above, the in-merit protection rate at first instance would be as follows: 64.3% refugee
protection and 6.3% subsidiary protection.10

Manual calculations of the data presented by the MoMA appear to show that, to calculate the total number of decisions, the MoMA takes into account all types of decisions taken
(45,840), including inadmissibility decisions and explicit/implicit withdrawals, but excluding those related to the Dublin procedure (1,768).
To calculate these figures, the positive decisions are compared to the total in-merit decisions (i.e., 37,868 – see above).
