FRONTIER EUROPE Human rights abuses on Greece’s border with Turkey 25 The EU and its member states should support the Greek government in ensuring the rights of all migrants and refugees’ regardless of their legal status by shifting the emphasis away from sealing off EU’s external borders and towards enhancing reception capacity and reception conditions for asylum seekers, refugees and other vulnerable migrants as well as the identification of vulnerable migrants and those in need of international protection at Greece’s borders. At the same time, the EU should explore new ways of sharing responsibility with Greece for the management of the mixed-migration flows it faces. Index: 25/008/2013 Amnesty International July 2013
